The opportunity to romance Klara arises during the "Back in the Saddle" quest, following "For Whom the Bell Tolls." Before the riddle, you'll need to gather marigold, sage, and poppy for her. These herbs are readily available nearby; those already in your inventory will suffice.
Avoid expressing suspicion about Nebakov Fortress to Klara; this will prematurely end the interaction. Instead, continue the conversation naturally. Klara will eventually present her riddle: "I bloom in silence, a petal’s grace. A delicate charm in a hidden place. A whispered scent, a subtle ploy. What am I, elusive and coy?"
The correct answer is surprisingly simple: select the dialogue option, "I think she’s called Klara." This clever response will charm Klara, leading to your first romantic encounter. A further romantic interaction is possible later in the "Finger of God" main quest.
