Atlus producer Kazushi Wada reiterates the unlikelihood of Persona 3 Portable's popular female protagonist (FeMC), Kotone Shiomi/Minako Arisato, appearing in Persona 3 Reload. This decision, detailed in a recent PC Gamer interview, stems from significant development challenges and budgetary constraints.
Initially considered during planning for the Episode Aigis - The Answer DLC, incorporating the FeMC proved too costly and time-consuming. Wada explains that even DLC inclusion wasn't feasible within the release timeframe. The scope of adding the FeMC would have far exceeded the resources dedicated to Episode Aigis, making it impractical.
Persona 3 Reload, a complete remake of the 2006 JRPG, launched in February. While the remake faithfully recreates many core elements, the FeMC's absence disappointed many fans. Despite this, Wada's statement leaves little room for future inclusion: "The more we discussed it, the more unlikely it became...The development time and costs would not have been manageable." He further clarifies in a previous Famitsu interview that the development time and cost would have been "several times longer than Episode Aigis."
While many anticipated the FeMC's presence, either at launch or as post-release content, Wada's comments definitively suggest this is highly improbable. The significant development hurdles and cost outweigh the potential benefits, making the inclusion of the FeMC in Persona 3 Reload extremely unlikely.
